Milton Small designed the Raleigh Muncipal Building in 1960, which was later converted to the headquarters for the RPD.

fun fact: the original entrance was on the second floor, directly above where the “Raleigh Police Department” sign currently is. There was a pedestrian bridge leading from the sidewalk to the entrance, due to the ~6-foot grade change between the sidewalk and the driveway. This is the future site of the upcoming Lightner Public Safety Center — which I believe is currently being designed as a 17-story, LEED qualifying building (too costly to be LEED certified).
